About the Company

SA Water is a successful, modern water utility wholly owned by the Government of South Australia. We employ more than 1,700 people across a broad range of disciplines who operate more than $14 billion worth of infrastructure to deliver essential water and sewerage services to more than 1.8 million South Australians.

We operate in a geographically and climatically diverse service area, with sites and locations from Ceduna through to Port Augusta, the Anangu Pitjantjatjara Yankunytjatjara (APY) Lands, across to the Riverland, down to Mount Gambier, and most places in between.

Our strength and expertise have been shaped by our history. For more than 165 years, South Australians have depended on us to innovate and deliver efficient and sustainable water services. With nationally and internationally recognised industry expertise, we’re focused on understanding and meeting our customers’ expectations.

As well as safely delivering smart and reliable services for our customers of today, we innovate to shape the water solutions of the future that will support thriving economies and healthy communities.

We are driven by our values; we value our people, we do work that matters, we keep it real, we know that our work has impact, and we are future focussed. Staying true to our values ensures that we consistently deliver positive outcomes for all South Australians.

About the job

We are looking for a thoughtful and analytical Regulation Specialist to join our Economic Regulation and Pricing team at SA Water. This role plays a key part in supporting the development of high-quality economic regulatory submissions and advice that help us meet our obligations and positively influence decisions that shape the future of water services in South Australia.

You’ll work closely with internal teams and government stakeholders to prepare economic regulatory proposals, ensure compliance with economic regulatory requirements, and support outcomes that benefit our customers and community. If you enjoy combining technical understanding with clear, forward-thinking analysis — and want your work to make a meaningful impact — this could be the role for you.

Key responsibilities will include:

  • Assisting in the development of SA Water’s regulatory proposals, including building strong business cases and reviewing key inputs.
  • Engaging with business units (such as IT, Finance, and Infrastructure) to ensure alignment with regulatory objectives.
  • Educating and advising the business on economic regulation, revenue models, and the implications of regulatory decisions.
  • Writing high-quality submissions, reports, and responses to external stakeholders, including government agencies.
  • Monitoring and ensuring the delivery of committed regulatory outcomes.
  • Contributing to team success through collaboration, effective problem solving, and supporting continuous improvement initiatives.
  • Maintaining strong, collaborative relationships with regulatory bodies, government departments, and other external stakeholders.

Your success in this role will come from:

  • Tertiary qualifications in economics, business, law, commerce, or a related field — or equivalent experience in a relevant regulatory or policy environment.
  • A solid understanding of economic principles and how they apply in regulatory or commercial contexts.
  • Strong analytical and commercial acumen, with the ability to develop logical, data-informed recommendations.
  • Outstanding written and verbal communication skills, with the ability to distil complex regulatory principles into clear and accessible messages.
  • Excellent relationship-building skills, with the ability to work collaboratively across diverse internal and external stakeholder groups.
  • Experience solving complex problems and contributing to the delivery of large or multifaceted projects.
  • A proactive, accountable mindset and the ability to work both independently and as part of a high-performing team.
  • Experience in a regulatory, economic policy, or compliance environment will be highly regarded — but a strong interest in this space is just as valuable.
