About the role

We are seeking a highly skilled and motivated Capital Submission Specialist to join our team. This dynamic and fast-paced role requires the coordination of projects across multiple frameworks and special project divisions to ensure that SA Water meets its month-on-month capital investment goals. As a key player in the capital submission process, you will take the lead in coordinating and guiding financial approval requests from all capital delivery portfolios and major projects through governance forums. You will also work closely with internal stakeholders, including asset planning, capital delivery, finance, and senior managers, to ensure that capital submissions meet both financial and technical requirements.

About You:

You will have a proven track record of managing multiple large, complex submissions or tenders in a fast-paced environment. Your exceptional communication, negotiation, and presentation skills will allow you to work effectively with cross-functional teams and senior stakeholders, ensuring that all capital submissions are completed accurately and on time. You are an organised and proactive individual with the ability to manage competing priorities and deliver results under pressure. Your strong interpersonal skills and ability to collaborate with diverse teams will ensure smooth project coordination and delivery.

About Sustainable Infrastructure

The Sustainable Infrastructure group is dedicated to maximising value for customers and the community by developing innovative and optimised infrastructure plans, and overseeing the planning, construction, delivery, and maintenance of water and sewerage assets across the state and business.

Key responsibilities in this role will include:

  • Lead, manage, and coordinate the Capital Financial Approval process for all capital delivery projects.
  • Provide expert advice and guidance on capital submissions across multiple capital delivery portfolios and special project divisions.
  • Ensure compliance with SA Water’s Capital Investment Governance Framework and related policies.
  • Support the preparation and presentation of submissions to key governance forums including the Program Advisory Group (PAG), Portfolio Advisory Committee (PAC), and Infrastructure Investment Committee (IIC).
  • Liaise with stakeholders to resolve any issues and ensure that capital submissions align with SA Water’s Corporate Project Management Methodology and governance framework.
  • Manage and maintain trackers for capital submissions and ensure timely and accurate documentation.

Skills, Knowledge, and Experience:

  • Tertiary qualifications in Business, Management, Commerce or a related discipline, or equivalent demonstrated experience.
  • Experience managing complex submissions, tenders, business cases or governance documentation within a dynamic environment.
  • Strong communication, negotiation and presentation skills.
  • Proven ability to build effective relationships and work collaboratively with cross-functional teams.
  • Strong organisational skills with the ability to manage competing priorities and deadlines.
  • High attention to detail and a commitment to accuracy and quality.

Desirable

  • Project management qualifications or certification.
  • Experience within public utilities, infrastructure, engineering, construction, or a similar asset-intensive environment.
  • Understanding of project governance, capital investment processes and project delivery frameworks.
